Give judges and juries the freedom to dispense justice an a per-case basis, without being constrained (toward clemency or harshness) by laws which didn’t anticipate the real-life circumstances.

This is the petition, ladies and gentlemen, that will lead us to the future as portrayed in Judge Dredd.
